56,003 teachers paid promotion arrears as thousands await processing

The Controller and Accountant-General’s Department (CAGD) says it has paid promotion-related salary adjustments and arrears to 56,003 teachers, while thousands more are awaiting the processing or correction of their records.

The department said 49,725 teachers were paid on October 15 alongside their October salaries, following payments to another 6,278 in September. The arrears cover the period from January 1 2026.

However, the Ghana Education Service (GES) has yet to process and submit supporting documents for a further 23,367 promoted teachers, according to CAGD. Another 630 cases remain pending because of issues identified during verification.

The figures mean payments have been completed for teachers whose submitted records met payroll requirements, rather than for all the approximately 80,000 teachers reported to have been promoted.

In a statement issued on Thursday, October 15, CAGD said GES had submitted documents covering 56,633 teachers. Of those, 56,003 were approved for payment after verification.

The department said it was awaiting corrections from GES before it could pay the remaining 630 teachers in that group.

The payments follow an agreement reached between government representatives and teacher unions at a meeting at the Ministry of Education

    on October 2.

That agreement set October 16 as the deadline for settling the outstanding promotion-related payments. CAGD said it had completed payments ahead of that date for all teachers whose submitted records satisfied the required conditions.

For those still waiting, the next step depends on GES submitting complete supporting documents or correcting records already sent to the department.

CAGD said outstanding eligible payments would be processed once complete and accurate documents had been received and verified.
