Parliament Passes Anti-Corruption Bill With Strengthened Whistleblower Protections
The bipartisan legislation establishes an independent Office of the Special Prosecutor with expanded investigative powers.
Ghana's Parliament has passed the Comprehensive Anti-Corruption Bill 2026, which significantly strengthens the legal framework for fighting public sector corruption. The bill, passed by a vote of 198 to 32, creates an independent Office of the Special Prosecutor with expanded powers to investigate and prosecute corruption cases.
Key provisions include robust whistleblower protections with financial rewards for credible tips, mandatory asset declarations for all public officials, and a 10-year minimum sentence for embezzlement of public funds exceeding GH₵1 million.
Speaker of Parliament Alban Bagbin described the vote as "a watershed moment for Ghanaian governance." Civil society groups, including Ghana Integrity Initiative and CDD-Ghana, praised the legislation but called for swift implementation.
